- 8 oz Long Grain Rice (rinsed in cold water before cooking)

- 7 oz Onion (peeled and diced)
- 4 oz Carrot (peeled and diced)
- 7 oz Crushed Tomatoes (canned, no added salt)
- 1.8 lb Ground Beef (80% lean, fresh)
- 0.5 tsp Black Pepper (freshly ground)
- 0.5 tsp Ground Coriander
- 0.33 tsp Ground Chili Pepper
- 2 tsp Garlic Powder
- 1 tbsp Salt (divided: 1 tsp for meat, 1 tbsp for sauce)
- 1 tbsp Vegetable Oil (for browning the beef)
- 2 tbsp Fresh Parsley (chopped)
- 2 tbsp Tomato Paste

Instructions
Steam the Cabbage
